ALGER- L’Association de Protection et Orientation du Consommateur et son Environnement (APOCE) a appelé, dimanche dans un communiqué, à l'activation des services de la portabilité des numéros et de l’itinérance nationale, prévus dans la loi 18-04 fixant les règles générales relatives à la poste et aux communications électroniques, en vue de l'amélioration des prestations offertes aux abonnés par les opérateurs de téléphonie mobile.
L’itinérance nationale est une forme de partage d'infrastructures actives permettant aux abonnés d'un opérateur de réseau mobile de communications électroniques d'avoir accès au réseau et aux services offerts par un autre opérateur de réseau mobile dans une zone non couverte par le réseau du premier tandis que la portabilité des numéros permet à l’abonné de conserver son numéro lorsqu’il change d’opérateur.
"Ces deux services sont restés lettres mortes en dépit de la promulgation de la loi qui les prévoit en 2018", relève l'APOCE soulignant que cette démarche s’inscrit dans le cadre des efforts du ministère tutelle pour la concrétisation de l’itinérance nationale en vue d’améliorer la qualité des services et qui est à même de pallier certains dysfonctionnement et lacunes.
Dans un communiqué sur les droits du consommateur en matière de prestations électroniques, l’APOCE a qualifié ces services de "médiocres et loin d’être au diapason du progrès technologique".
Affirmant "suivre avec un beaucoup d'intérêt les efforts visant l’amélioration des services électroniques, le développement de l’opération de numérisation et la promotion du E-paiement à la lumière de la volonté politique affichée à travers les instructions du Président de la République", l’APOCE met avant "les axes de la réunion, tenue jeudi 31 décembre au ministère de la Poste et des télécommunications, le ministre et les représentants des opérateurs de téléphonie mobile, notamment la concrétisation de l’itinérance nationale pour l’amélioration de la qualité des services".
Et de rappeler que l’article 108 de la loi 18-04 stipule clairement que les opérateurs sont tenus de garantir la portabilité des numéros pour l’ensemble des abonnés dans les conditions et modalités fixées par voie réglementaire.
A cet effet, l’APOCE a appelé l’Autorité de régulation de la poste et des communications électroniques (ARPCE) à assumer sa mission, prévue dans l’article 13 de la même loi à savoir "veiller à l'existence d'une concurrence effective et loyale sur les marchés postal et des communications électroniques en prenant toutes les mesures nécessaires afin de promouvoir ou de rétablir la concurrence sur ces marché", estimant que "le marché des communications électronique ne saurait être régulier sans l'activation des mécanismes de la concurrence".
